We are seeking a Manager, Employee Relations and Partnerships (ERP), to lead the next phase of our transformation. What is the Opportunity?

Reporting to the Director, Human Resources, the Manager ERP is responsible for developing and leading the implementation of a modernized HR service delivery model. You will act as a strategic liaison to senior leadership, ensuring that our people programs are aligned with organizational goals and built on a foundation of trust and accountability.

This role exists to work collaboratively with the organization to bring the City’s People Strategy & Plan to life. From overseeing complex investigations and collective bargaining to co-creating talent management systems and workforce analytics, you will ensure our leaders are equipped to lead agile, high-performing teams. This is a high-visibility leadership position where your strategic insight will directly impact the employee experience and the overall effectiveness of the organization.

What will you do?

In this key leadership role, you will oversee the Employee Relations and Partnerships unit while acting as a trusted advisor to the organization. Key responsibilities include:

  • Lead and mentor a professional team of HR Business Partners and Specialists, fostering a high-performance culture through coaching, professional development, and consistent service delivery.
  • Provide strategic HR consulting and operational direction, ensuring services balance an in-depth understanding of diverse business units with the City’s corporate direction.
  • Drive the design and delivery of modernized HR programs, including performance management frameworks, workplace restoration activities, and workforce strategies that respond to a shifting environment.
  • Lead employee relations and collective bargaining activities, including research, trend analysis, and the development of respectful, productive relationships with union leadership.
  • Establish and oversee trauma-informed investigation processes that are confidential, fair, and respectful, while managing outsourced investigations and vendor contracts.
  • Develop and track key performance indicators (KPIs) and workforce analytics to improve evidence-based decision-making and identify organization-wide trends.
  • Provide expert advice and interpretation on HR policies, collective agreements, and employment legislation, including the Alberta Labour Relations Code and Human Rights Act.
  • Oversee unit operating budgets and contribute to the development of an employer brand and employee value proposition that attracts and retains exceptional talent.

Who you are?

You are a strategic influencer and an avid learner who abandons old paradigms to anticipate the future needs of a modern workforce. You bring:

  • A bachelor’s degree with a specialization in Human Resources or a related field.
  • A minimum of 7 years of direct experience in Human Resources, specifically focused on strategic HR business partnering and employee relations.
  • At least 3 years of progressively responsible leadership experience managing high-profile projects and professional staff.
  • Significant expertise in conducting or managing complex workplace investigations and a deep understanding of Alberta labour legislation.
  • Exceptional communication and mediation skills, with a proven ability to manage high-trust relationships with senior-level stakeholders.
  • A growth mindset and the analytical capabilities required to interpret complex policies and achieve business results under challenging circumstances.
  • A commitment to fostering a team culture that is respectful, inclusive, and welcoming.

Assets include A CPHR designation, municipal experience, and familiarity with the Workday HCM platform.
