Position Summary: Covenant Care and Covenant Living is seeking a Human Resources Manager who leads with integrity, professionalism, and a strong commitment to supporting people and organizational success. This role is ideal for a values‑driven HR professional who thrives in complex environments and is passionate about coaching leaders, strengthening workplace culture, and supporting positive employee and labour relations. Reporting to the Senior Manager, Human Resources, the Human Resources Manager is responsible for advising, coaching, and supporting leaders in all aspects of human resource management, including talent acquisition and retention, employee and labour relations, performance management, attendance management, disability and return-to-work processes, and policy interpretation and development. This role operates with a high degree of independence and requires strong critical thinking, sound judgment, and the ability to manage complex and sensitive issues with professionalism and discretion. The Human Resources Manager will: Model the organization’s mission, vision, and values, consistently representing Covenant professionally and positively Collaborate effectively as a professional team player, supporting the achievement of Covenant’s mission, vision, and values Engage and mobilize leaders and teams to fulfill Covenant’s mission, vision, values, and strategic objectives Role Overview The Human Resources Manager will lead the HR team and deliver comprehensive HR services across all sites. The role will build a strong HR function and serve as a trusted advisor to leaders in fostering engaged, high-performing teams. This role requires a strong foundation in employee and labour relations, experience working within unionized environments, and the ability to manage competing priorities in a dynamic and often complex workplace. Key Responsibilities include, but are not limited to: Advise, coach, and support leaders in performance management, attendance management, and employee and labour relations matters Provide guidance on the interpretation and application of collective agreements, employment legislation, policies, and procedures Lead and support the resolution of workplace issues, including conflict resolution and progressive discipline Conduct workplace investigations (including harassment and discrimination), prepare investigation reports, and recommend follow-up actions Participate in and support labour relations activities, including grievance resolution and collective bargaining processes Maintain positive and collaborative working relationships with union representatives Provide expertise in job evaluation, classification, and compensation recommendations Support the development, review, and implementation of HR policies, procedures, and best practices Work collaboratively with stakeholders to support return-to-work and Duty to Accommodate processes Assist leaders in identifying appropriate workplace accommodations and modified duties Develop and deliver training and presentations on HR-related topics for leaders and staff Review HR metrics and trends with site leadership and recommend improvement strategies Participate in HR projects and initiatives aimed at enhancing processes and service delivery Oversee the Benefits team to support policy updates, benefit program administration, and annual renewals Support Employee and Labour Relations Excellence Proactively address employee relations matters to support a respectful and inclusive workplace Provide expert advice on complex and sensitive HR issues requiring diplomacy and discretion Ensure compliance with collective agreements, legislation, and organizational policies Promote consistent and fair application of HR practices across sites Drive Strong HR Practices and Operational Effectiveness Support leaders in implementing best practices in people management and decision-making Use data, HR metrics, and insights to support informed decision-making Identify opportunities for continuous improvement in HR processes and programs Contribute to a culture of accountability, collaboration, and high performance Qualifications: Post-secondary education in Human Resources, Labour Relations, or a related field (certificate, diploma, or degree required) An equivalent combination of education and experience may be considered Minimum of five years of progressive Human Resources management experience, including leading HR teams and supporting organizational leaders Demonstrated expertise in employee and labour relations, talent acquisition, workforce planning, and employee engagement Experience working in a unionized environment is strongly preferred Chartered Professional in Human Resources (CPHR) designation is preferred Strong knowledge of employment legislation and labour relations principles Demonstrated experience conducting workplace investigations and managing complex HR issues Demonstrated business acumen and the ability to support operational and organizational goals through effective HR programs, practices, and decision-making Strong communication, interpersonal, and relationship-building skills High level of discretion, professionalism, and sound judgment Ability to work independently and manage multiple priorities in a fast-paced environment Strong problem-solving, analytical, and decision-making skills Ability to work effectively with diverse individuals and stakeholders Ability to drive and travel to multiple sites PLEASE NOTE: Covenant Care offers a comprehensive compensation and benefits package All employees new to Covenant Care must provide a criminal record check not older than 3 months ahead of your commencement date.
