Minnesota Management and Budget (MMB) is seeking a Training Manager on the Enterprise Talent and Development (ETD) team to manage five training and development staff who develop, coordinate, contract, deliver, and evaluate employee development content. ETD’s mission is to help build skills, cultivate careers, and develop leaders with Minnesota’s government employees. This is a vital leadership position that will have a key role in the state’s training and development opportunities.

Job Duties For This Position Include

Staffing the ETD team and providing supervisory oversight so that labor agreements are equitably administered and staff effectively perform job duties to achieve objectives Ensuring robust and customized training solutions are high-quality, scalable, non-partisan, and adequately tailored to the audience Identifying, understanding, and operationalizing workforce development priorities as they relate to training, leadership development, and skills development offerings Leading or participating in special workgroups that have enterprise workforce and organizational development impact Ensuring training offerings produce sufficient income to sustain the ETD fee-for-service business model and maximizing profit-generating activities so the program can expand as necessary

Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

Minimum Qualifications

Four (4) years of experience providing consultative services regarding employee or workforce training and development activities to effectively assess organizational learning needs, improve performance, and recommend strategic solutions

Experience Must Include

Demonstrated leadership, which can include any of the following: Experience as a supervisor, team lead, lead worker, or project lead in an adult learner, employee, or workforce development environment; Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), or completion of a similar or equivalent leadership program through another organization; OR A paid or unpaid position leading a program or chairing a committee related to adult learner, employee, or workforce development. The experience must include 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment. Developing, delivering, and evaluating training and development programs for employees or workforce participants, including creating learning objectives, facilitating training sessions, and measuring the effectiveness and impact of learning activities Conducting needs assessments, data analysis, curriculum design, and project management, including creating evidence-based recommendations, building learning materials, and overseeing timelines and deliverables Knowledge of adult learning and organizational development theory, practices, and techniques sufficient to provide professional development consultation and feedback Communication and writing skills sufficient to convey complex and/or sensitive information to a variety of audiences, including ETD staff, MMB leadership, and clients Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment. A bachelor’s degree in human resources, training and development, organizational development, industrial or organizational psychology, adult education, workforce development, instructional or curriculum design, organizational leadership, or social sciences with relevance to learning, behavior, or organizational systems may substitute for one (1) year of experience. A master’s degree in a similar field may substitute for eighteen months of experience. A doctorate degree in a similar field may substitute for two (2) years of experience.

A bachelor’s degree in human resources, training and development, organizational development, adult education, workforce development, instructional or curriculum design, or organizational leadership Experience with the Enterprise Learning Management (ELM) system Experience providing professional training and development services in the public sector (city, county, state, federal, or Tribal) Experience leading a training or learning and development team, including supervising staff, managing performance, and supporting staff development Experience developing and evaluating large-scale learning programs, such as leadership development programs or organization-wide training rollouts Experience working in a unionized environment
