About the Role Under the direct supervision of the Manager, Human Resources, the Talent Acquisition Specialist is responsible for the development of recruitment and selection strategies based on strategic and operational needs and innovative and evolving industry trends. The incumbent: is responsible for coordinating and implementing all activities in the recruitment and selection process, including the use of the Talent Acquisition Management System, and consults with hiring managers to understand their needs and advise them throughout the process, works closely with clients and stakeholders to effectively address human resources staffing needs, recommends appropriate actions and implement solutions; provides advice on the interpretation and application of the collective agreement/terms and conditions of employment, policies, procedures, official languages, employment equity, and Human Resources programs, as they refer to talent acquisition; implements best practices in the recruitment of human resources; is responsible for the development, revision and implementation of policies, procedures and tools related to Talent Acquisition, reporting activities and other related initiatives; effectively and efficiently collaborates with Human Resources partners to ensure managers and employees receive the care and service they require for their particular situation; and performs other related duties.

Education An undergraduate degree in human resources or a related field or an equivalent combination of education and professional experiences related to the responsibilities of the position.

Experience Minimum three (3) year in Human Resource Management, or a related field. Five (5) years of progressively responsible Human Resources experience in areas related to this position (recruitment or other related field), preferably in a unionized environment. Significant experience in providing advice, guidance and recommendations to management. Demonstrated experience in successfully building strong relationships with clients and stakeholders. Certified Human Resources Professional/Leader would be an asset.

Knowledge Knowledge of the principles and practices of talent acquisition in a unionized environment. Knowledge of talent acquisition and emerging trends namely in social media recruitment, assessment procedures and concepts to ensure reliability and validity of the selection processes. Knowledge of the federal Employment Equity Act, Official Languages Act, Canada Labour Code, the Canadian Human Rights Act, and other relevant legislation. Sound knowledge of MS Office suite, Human Resources Information Systems and research techniques. Certified Human Resources Processional (CHRP) designation would be an asset.

Skills & Competencies Strong Interpersonal and communication skills (verbal and written). Demonstrated analytical and problem- solving skills to determine and initiate appropriate actions in the resolution of sensitive, complex and competing issues. Ability to exercise discretion and confidentiality. Demonstrated collaborative team-orientation. Ability to multi-task, deal with competing priorities and set deadlines.

Bilingual Requirements This position requires the use of both official languages. The requirements in the second official language are: An advanced level in reading comprehension (C) An intermediate level in writing (B) An advanced level in oral (C)
