Who We Are
The Federal Signal Aftermarket division (“FS Aftermarket”) is comprised of a group of business units located in Canada and the USA, each a proud subsidiary of Federal Signal Corporation (NYSE: FSS). Together, the FS Aftermarket business units form a cohesive network and team dedicated to supplying and supporting infrastructure and specialty equipment to municipalities and contractors across North America.
FS Aftermarket includes three primary business units: Joe Johnson Equipment (JJE), FS Solutions and FS Depot.
Vice President, Human Resources
The VP, Human Resources – FS Aftermarket leads both the strategic direction and day-to-day HR operations, ensuring alignment with overall business objectives and people strategies. This role supports scalable growth, strengthens organizational culture, and proactively manages compliance and risk. Partnering closely with senior leadership, the VP HR helps shape workforce strategy, enhance organizational effectiveness, and build a high-performing, engaged workforce across multiple business units.

Position Qualifications, Experience & Skills
Bachelor’s degree in business administration, human resources or another related field HR certification/designation 15+ years of progressive HR leadership experience including executive-level responsibility in a multi-site workforce Experience in the heavy equipment, dealership or industrial/manufacturing industry considered an asset Demonstrated success leading the HR function in a high-growth, transformational business environment Deep knowledge of both U.S and Canadian employment law, compliance and risk management Proven ability to build strong relationships and trust with all stakeholders Strong business acumen and strategic mindset Experience leading HR through M&As and workforce reductions Experience shaping and influencing workplace culture and performance Exceptional knowledge of HR best practices and trends Ability to analyze and utilize HR data to develop and implement effective people initiatives Demonstrated experience managing both short- and long-term people strategies that impact business results Bilingual English/French considered an asset
Position Responsibilities
Leadership
Provide guidance and support to a team of HR professionals Collaborate with other leaders to assess workforce needs and gaps and make recommendations that support business objectives Represent the organization as the senior HR leader within the enterprise and at industry events Participate in leadership meetings, deliver presentations and participate in ad-hoc projects that support the organization overall Act as a goodwill ambassador for corporate with local management team/employees, including (i) delivering corporate messaging, (ii) identifying opportunities for corporate to engage with local team at events/activities, and (iii) providing feedback to corporate from local team, as needed
Talent Acquisition, Development & Retention
Build a recruiting engine that delivers high‑quality talent to support aggressive business growth Implement leadership and employee development, succession planning, and manager capability programs Drive culture and engagement initiatives, action planning, and retention strategies across diverse locations Lead a high-performance culture that rewards results, develops talent, and addresses gaps through a collaborative and systematic process
HR Operations, Compliance & Risk Management
Ensure full compliance with federal, state/provincial, and local employment laws across the U.S. and Canada Maintain and evolve HR policies, ensuring consistency, fairness, and alignment with corporate standards Oversee or lead investigations, manage complex employee relations issues, and proactively identify organizational risks
Strategy and Workforce Planning
Develop and execute a multi‑year workforce plan aligned to business growth, market expansion, and operational needs taking into account regional differences and requirements Lead org design, restructuring, and capability planning to support scale and efficiency
Business Partnership & Change Leadership
Partner with division leadership to align HR priorities with business objectives and operational realities
