About the role

Kennedy House, is a not for profit agency that has been in operation since 1971. We currently operate a number of residential and community based programs, for marginalized and at risk youth, including:

o two residential homes for young people in care;

o three homes for youth and young adults living with developmental disabilities;

o day treatment school program for youth struggling in the typical school setting;

o Kennedy House Youth Centre, a secure custody facility for male youth experiencing conflict with the law;

o bailiff services to safely and securely transport youth experiencing conflict with the law;

o Kennedy House After School Program for children aged 4-13 in underserved communities throughout Scarborough; and

o Kennedy House Youth Shelter, for youth aged 16-24 experiencing homelessness.

We employ approximately 200+ employees, some of which are currently represented by two (2) Bargaining Agents.

The Manager is responsible for managing the day to day functions of the HR Department in accordance with regulatory requirements, our program licensing requirements and our policies and procedures. The Manager is required to work under pressure, while managing conflicting demands and continually changing priorities. The Manager is required to adhere to the organization?s policies which govern confidentiality, privacy, conflict of interest and safety expectations. This position may be privy to any and all of the strategic and operational plans, the financial performance goals, objective and results, for the Agency. Strictest adherence to the Agency?s policies governing confidentiality, privacy and conflict of interest is expected of this position.

The HR Manager, is responsible for:

  • Developing and overseeing the implementation of Human Resources programs, policies and procedures and identifies opportunities for improvement and ensures ?due diligence? compliance e.g.

  • Overseeing the Diversity, Inclusivity, Equity and Belonging activities of the agency. This includes chairing relevant committees, preparing reports and tracking relevant data.
  • Consulting with the senior management team to determine the training needs of each program and assumes a supportive role in the implementation and delivery of such training.
  • Developing and implementing appropriate effective training courses to meet the needs of staff working in the perspective programs ie. PMAB, First Aid & CPR?
  • Ensuring that all training information and results are tracked, updated and data entered onto master sheet and stored on computer.
  • Ensuring that training calendars are updated and copies provided to programs for information and use.
  • Ensuring that all staff training information from results including tests, certificates, etc. are forwarded to the administrative office for filing in staff personnel files.
  • Lead the co-ordination and planning of the annual Ed Blazo Lecture Series
  • In collaboration with the program managers, ensures that all mandatory training as required by ministry licensing expectations / shelter standards / QAM are completed by staff.
  • Responsible for ensuring that the minutes from Management Meetings are kept in a secure location.
  • Serve as the first point of contact for all HR inquiries, labour negotiations, collective agreement issues providing accurate information and guidance.
  • Prepare employment letters, confirmations and standard HR documents as required.
  • Communicating all administrative information regarding employees to payroll (ie. Employment package, transfers, change of status?)
