General Function:

The position of Director, Central Operations (DCO) is responsible for the overall development, coordination, functional management and leadership of the Saskatchewan (SKN), Manitoba (MAN), and Toronto Engineering Operations (TEO) Branches for the sales and provision of Corrosion Service products and services in order to meet the objectives of the Region’s overall Business Plans and Strategies. The role is an on-site position based in one of the Central Region office locations with a preference for Markham, Ontario.

Responsibilities:

  • Work with the SKN, MAN and TEO Branch Managers to produce annual, quarterly and monthly strategic plans for the Central Region and report those to the VPO including ensuring completion of annual revenue forecasts, Operating Expenditure and Capital Expenditure budget estimates;

  • Participate in, review and approve implementation of the SKN, MAN and TEO Branch plans to achieve approved company objectives;

  • Develop and present to the Vice President Operations (VPO) plans for expansion or contraction of existing branch locations or alternative branch locations within the Central Region;

  • Work with SKN, MAN and TEO branch personnel to collect and report to the VPO monthly branch summaries including financial, operational, and safety/quality related performance;

  • Work with SKN, MAN and TEO branch personnel to complete and report a 12-month rolling forecast for markets, functions, facilities & personnel through entry of proposed projects into Companies ERP system;

  • Responsible for the profitable delivery of Corrosion Service products and services in the SKN, MAN and TEO Branches;

  • Respond promptly to Customer/Project issues in co-operation with the assigned Managers, Project Managers and/or staff;

  • Provide technical advice to all personnel and provide resolution to technical problems in a cost-effective manner;

  • Supervise recruitment, development, retention, and organization of all regional staff in accordance with corporate budgetary objectives and personnel policies;

  • Assist and coordinate Corrosion Service SKN, MAN and TEO branch Material Sales and Marketing activities in coordination with National Materials Sales and Marketing staff;

  • Direct and develop the business development function to identify and develop new customers and maintain existing client’s relationships;

  • Develop strategies and plans which identify marketing opportunities such as conferences, industry events, etc;

  • Directly monitor major and critical developing accounts and coordinate the management of all other accounts;

  • Analyze and evaluate the effectiveness of sales, methods, costs, and results through review of available KPI’s and dashboards;

  • Report formally to the VPO monthly with performance to budget summary (monthly and YTD) including documented action plans for shortfall recovery as required;

  • Report formally to the VPO monthly with update on staffing issues, labour recruitment and retention, invoicing progress, delinquent AR accounts, office planning, and training;

  • Monitor and address outstanding AR accounts;

  • Monitor maintenance of the fleet of trucks and equipment for the SKN, MAN and TEO branches including maintenance, lease renewals, recommendations for ordering and returning of leased vehicles, and short-term rentals;

  • Ensure completion for the on-time completion of financial task requests such as monthly WIP reports, annual budgeting, project status updates, etc;

  • Structure and staff the Central Operation groups to meet the Business requirements, performance levels and budgets;

  • Ensure the implementation of the national health and safety program in SKN, MAN and TEO branches and ensuring all staff adhere to legislative and company procedures and policies;

  • Ensure implementation of national quality program in the SKN, MAN and TEO branch and ensuring all staff adhere to legislative and company procedures and policies;

  • Lead by example and ensure the corporate culture in the SKN, MAN and TEO branches are consistent with goals and policies of CSCL;

  • Ensure implementation of office protocols such as dress codes, codes of conduct, etc;

  • Always maintain a minimum of business casual dress code while performing business functions.

  • Shall complete current week time sheets and expenses for submittal to VPO for approval no later than 12pm the following Monday after days worked;

  • Complete reviews of applicable corporate visa’s, expenses, and timesheets for appliable SKN, MAN and TEO managers no later than 12pm the following Monday after days worked;

  • Responsible to coordinate the specific objectives of the Central Region with all the functional departments of the company and to address and respond to challenges with interdepartmental interactions.

  • Responsible to evaluate and address inconsistencies with the operational services from the SKN, MAN, and TEO branches;

  • Responsible authority & responsibility for all hiring, terminations, or promotions of employees within the SKN, MAN and TEO branches up to Senior Team Lead positions to meet approved business objectives and in support of the organization’s culture. Positions of Manager must be approved by VPO;

  • Responsible for knowing and auditing corporate signing authorization protocols and advising staff reporting to the DCO of their limits;

  • Responsible for recommendations on MSA rate sheets to VPO, project specific discounts, and overall GM strategy of the SKN, MAN, and TEO branches;

  • Responsible to visit regional branches to inspect operations within the branch, meet with clients and staff, to develop positive relationships and to solicit feedback

Communication:

  • technical inquiries regarding present work and opportunities for future work and these inquiries are to be tracked, delegated and confirmed to be addressed by management staff including direct enquiries, web enquiries and referrals;
  • External relationships will be maintained and established through conferences, standards committees and meetings/other communication with clients. Internal relationships will be maintained by providing technical support and guidance as requested/required;
  • Internal communications will be maintained through a combination of team meetings, individual meetings, online communications and phone contact;
  • Provide each of the Central region branches with direction in their specific functions and how they relate with other departments and the success of the business;
  • Develop and provide staff training programs for all levels of the Central branches and in their respective fields of responsibility;
  • Maintain customer relationships through interactions such as formal work related activities and non-work related activities (golf, dinners, entertainment, etc);
  • Conduct monthly, or more frequently, update meetings with branch managers to review branch level operations and report monthly to the VPO the status of the various branches;
  • Engage with internal personnel to garner feedback on our operations, improvement suggestions, and work with VPO on implementation of new improvement initiatives.

Knowledge and Experience:

  • An engineering degree, engineering diploma, and/or 10+ years of applicable cathodic protection experience;
  • A Professional Engineering designation is an asset;
  • 5+ years’ experience in a Senior Supervisory or Management role;
  • Designation as a NACE Corrosion Technologist or Specialist is preferred;
  • Necessary work experience is gained primarily through on-the-job training under the guidance of the Vice President, Operations;
  • On-going training, possibly in other related technical fields, is also necessary;
  • A thorough understanding of pipeline and facility design considerations, construction practices and the relevant electrical codes;
  • Knowledge of the pipeline regulatory environment will be essential for responding to the needs of clients;
  • General business education and/or skillsets related to budgeting, fiscal variations, understanding of financial statements, capital investments, and cashflow models;
  • Good presentation skills and excellent oral and written skills are also required.
