Job Summary:

In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Representative, Talent Acquisition participates as a key member of the Talent Acquisition & Employee Recognition team and is responsible for providing recruitment services which includes full-scope recruitment for applicant screening, routing, testing and interviewing for mid range positions across PHSA, for designated portfolio. The Representative partners with the Recruitment Advisor to ensure PHSA external vacancies are filled with the highest quality of talent, within a time to fill expectation. Involved in workforce planning in support of their portfolio clients. The Representative sources and liaises with external organizations regarding advertisements, national and international media options and placement. Performs database searches, resume mining and lead training session for Managers on the PHSA Applicant Tracking System.

Duties/Accountabilities:

  • Working in partnership with the Recruitment Advisor, the Representative responds to Hiring Managers providing information and guidance on full scope recruitment and selection with the understanding of collective agreements, relevant legislation, policies and procedures and terms and conditions of employment. Refers matters of a complex or contentious nature to the attention of the assigned Recruitment Advisor or Director.

  • Receives, processes, pre-screens and qualifies external applicants for PHSA/Agency vacancies directly via the Applicant Tracking System (ATS). Administers and maintains the recruitment and applicant database. Develops interview and screening criteria questions/questionnaires. Produces recruitment metrics reports. Conducts applicant database searches/resume mining from PHSA ATS as well as from external identified job boards and media on-line sources

  • Manages assigned portfolio by assessing applicant suitability, referring applicants to Hiring Managers and coordinates the hiring process until the vacancy is successfully filled. Provides ATS training to Hiring Managers.

  • Assists with recruitment activities including providing support and advice to clients on recruitment and the selection process. Conducts specific candidate testing if applicable and reports on results. Conducts reference checks on short-listed candidates.

  • Liaises with recruitment advertising agencies regarding job advertisement development, copywriting and visual templated advertisements.

Qualifications:

A level of education, training, and experience equivalent to a Diploma In Human Resource Management plus two (2) years of recent related experience. Knowledge of Collective Agreements within Healthcare sector.

Ability to type at 55 wpm. Ability to multi-task, organize and prioritize work with emphasis on time and project management. Ability to administer recruitment budgets for projects and collaboration. Ability to use related equipment and related computer applications. Ability to listen and ascertain needs of clients and respond accordingly in a timely and efficient manner. Ability to communicate both verbal and written with all levels of staff. Excellent interpersonal skills. Knowledge of current trends and practices within the human resources environment.
