The People & Culture Programs Specialist will support the development, implementation, and continuous improvement of People & Culture (P&C) programs that enhance culture, employee engagement and experience, while ensuring alignment with organizational priorities and compliance with applicable legislation.

This position partners with teams across the organization to ensure programs are effectively delivered and continuously improved to support employees and business success.
Key Impact / Purpose
- Enhance Employee Experience: Support the delivery of programs and initiatives that improve engagement, wellbeing, and overall employee experience across the organization.
- Strengthen Organizational Culture: Help bring culture-focused initiatives to life by supporting programs that reinforce Modern Niagara’s values, DEI commitments, wellness priorities, and employee connection.
- Enable Continuous Improvement: Gather insights, analyze feedback, and support improvements to enhance the effectiveness and impact of People & Culture programs.
- Support Program Execution & Alignment: Partner with internal stakeholders to coordinate and deliver cohesive programs that support organizational priorities and employee needs.
Duties and Responsibilities:
- Support the design, implementation, and continuous improvement of employee experience programs that enhance engagement, culture, and retention across both field and office workforce
- Coordinate employee listening initiatives (e.g., surveys, focus groups) and analyze feedback to identify trends and support recommendations for improvement
- Partner with leaders, SMEs, and P&C Business Partners to deliver programs that support the needs of diverse employee groups
- Support the development and execution of DEI initiatives that foster an inclusive and equitable workplace, including coordination of employee-led Affinity Groups
- Support the evolution and communication of the company’s EVP to ensure alignment with employee needs and organizational priorities
- Coordinate the delivery of employee recognition programs that reinforce company values and celebrate achievements (e.g., tenure milestones, Core Values Awards)
- Support the development and execution of employee engagement, culture, and learning initiatives that strengthen connection, growth, and overall employee experience
- Collaborate with the broader P&C / Employee Experience team on cross-functional programs, including program coordination and administration, employee communications, stakeholder engagement, and tracking timelines and deliverables
- Establish and maintain program metrics and reporting to evaluate effectiveness and support continuous improvement
- Use data-driven insights to enhance existing programs and support the delivery of new initiatives
Must haves:
- Minimum 3–5 years of experience in HR, employee experience, program coordination, or a related field
- Experience supporting employee engagement, culture, recognition, learning, DEI, or other People & Culture initiatives
- Strong project management skills with the ability to coordinate multiple programs, timelines, stakeholders, and deliverables
- Strong analytical skills with the ability to interpret feedback and data, identify trends, and support continuous improvement opportunities
- Excellent communication and stakeholder management skills with the ability to collaborate across diverse employee groups
- Highly organized with strong attention to detail and the ability to manage program administration, reporting, and execution
- Experience in construction, manufacturing, or similarly complex environments is an asset
This is a new position. Expected annual compensation; $80,000 - $90,000
