Job Profile
Under the general direction of the Manager of Corporate HR Programs & Policy, the Coordinator of Compensation & Classification is responsible for a full range of activities related to City of Winnipeg compensation and classification programs. This position will provide operational leadership to compensation and classification branch staff in the coordination of corporate wide compensation, job evaluation, and related activities within the context of the organizations compensation policy and associated administrative directives and ensures that all positions are rated based on relativity, consistency and reasonableness. Specifically, this position will manage and lead complex job evaluations, lead and manage compensation & classification appeals and grievances and will work/collaborate with various bargaining units; while ensuring that the City's interests are represented at all times. This position will collect data/metrics, monitor trends for patterns, opportunities and deficiencies and will proactively identify and makes changes necessary to improve overall compensation programs, processes and reviews.
As The Coordinator Of Compensation & Classification, You Will
Provide overall leadership in the design and evaluation of compensation processes and systems for the organization. Provide oversight, and supervision to the Compensation and Classification team. Ensures that Compensation and Classification team is appropriately and properly evaluating positions and assigning appropriate ratings in accordance with the applicable job evaluation method. Sets annual goals, service level goals/performance measurements, coordinates workload, and project responsibilities for staff. Lead job evaluations to maintain internal relativity and equity, align to organizational compensation philosophy, encompass compensation principles, and promote integrity and consistency throughout the organization. Support the City's interests in classification appeals and grievances related to job evaluation and compensation issues. Acts as the primary contact with bargaining units and ensures that departmental HR and/or management are providing requested information/documentation in a timely manner. Develop and maintain positive relations with City unions/associations executives and representatives, employees and other levels of government. Incorporates industry best practices into existing compensation systems, processes, and programs. Assist the Manager of Corporate HR Programs & Policy in the preparation of the City's compensation proposals for Collective Bargaining as required. Ensures the acquisition and analysis of compensation data to facilitate the determination of bargaining strategies and positions. Develop and circulate appropriate communication regarding classification processes to departmental HR staff for dissemination to departmental management. Proactively review compensation and classification processes and makes changes where necessary to improve overall efficiencies. Oversees and manages implementation and ongoing administration of compensation systems. Establish, maintain, and continually improve information technology/databases that support the administration of compensation processes, including intranet manuals and various databases. Assess the suitability of compensation systems to the business requirements of client departments and applies performance measurement techniques as appropriate. Recommend to the Manager of Corporate HR Programs & Policy modifications to evaluation tools, market research strategies, salary structures and benefits plans as necessary. Maintain metrics, monitor trends and compile and analyze relevant data from within and outside organization and identify patterns, opportunities, and deficiencies. Collects data from other like organizations for benchmarking human resource functions. Works collaboratively with Manager of Corporate HR Programs & Policy and bargaining units to implement changes that require approval from multiple stakeholders. Provide consultation services to departmental HR Representatives and senior management and others as required. Ensures that appropriate electronic and physical records are maintained.
Your Education And Qualifications Include
Bachelor's Degree in Business Administration, Commerce, Social, Behavioural Sciences, Public Administration or related field, or equivalent combination of training and experience. Previous experience providing leadership and direction to others in a unionized environment while promoting team cohesion and developing a creative team-based work environment is preferred. Previous experience building consensus, facilitate discussions to foster general common understandings, goals and create shared vision among diverse stakeholders and interests. Previous experience in interpreting and applying various collective agreements. Previous experience handling, preparing for, and participating/leading grievances and grievance hearings is an asset. Experience with and proficient in the use of HR information technology system, preferably PeopleSoft HR systems Proficiency using Microsoft Office products and ability to learn new technology as required. Ability to work with a variety of teams/groups/individuals (e.g. Senior Managers, Union representatives, etc.). Knowledge of prevailing compensation theory and practice, including job evaluation, market research and benefits including relevant legislation, collective agreements and internal administrative laws, processes and protocols and ability to apply such knowledge. Able to plan, develop, and implement compensation systems. Ability to frame and lead conceptual discussions regarding compensation and human resources issues. Strong analytical problem solving, conflict resolution and research skills, and the ability to initiate responsible action under limited supervision. Ability to tactfully render sound judgement and offer thoughtful advice within tight time frames and under stressful conditions. Excellent communications skills with ability to communicate effectively, both verbally and in writing. Ability to establish and maintain effective working relationships with individuals at all levels of the organization and external contacts including senior management, bargaining units, HR departmental staff, etc. IMPORTANT: Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada.
