Job Details:

Position Title: Payroll Specialist

Status: FT Admin

Hours: 37.5 hours per week

Faculty/Department: People & Culture, People Services

Campus/Location: North Campus – must be comfortable working hybrid, a minimum of four (4) days on-site.

Salary: Minimum Starting Salary: $84,958.00; starting salaries are determined based on qualifications and years of related experience

About the Payroll Specialist Role:

Under the direction of the Manager, Payroll, the Payroll Specialist performs a wide range of confidential payroll and administrative duties to ensure the timely and accurate processing of payroll for all College employees. The incumbent may also support and coordinate departmental activities within HR Services as required.

Key Responsibilities

Confidential Payroll Processing

  • Accurately process bi-weekly payroll for multiple business units, including unionized and non-unionized full-time and part-time employees.
  • Administer full-cycle payroll processing for full-time (FT) and non-full-time (NFT) employees using Oracle HCM Fusion.
  • Lead year-end payroll processing, including reporting and filing requirements for government agencies and year-end accounting activities.
  • Manage special payments and off-cycle payroll runs as required.
  • Ensure all remittances, deductions, and union dues are processed accurately and in compliance with applicable legislation.
  • Input and maintain payroll-related manual entries, including:
    • New hires
    • Terminations
    • Contract changes
    • Salary continuance
    • Pension wage adjustments
  • Collaborate with HR teams to ensure payroll records are accurate and up to date.
  • Verify payroll entries in HRMS against employment contracts to ensure proper compensation and deductions.
  • Develop, maintain, and improve payroll procedures, policies, and workflows to ensure legislative compliance and high levels of customer service.
  • Maintain current knowledge of payroll legislation, benefits administration, collective agreements, and organizational policies.
  • Administer garnishment orders, maintain accurate records, and ensure all active garnishments are properly filed and updated in HRMS.
  • Assist with setting up and administering deductions, including:
    • Union dues
    • RRSP contributions
    • Parking deductions
    • Charitable donations and United Way contributions
  • Prepare and submit Records of Employment (ROEs) through Service Canada using legacy and HCM payroll data.
  • Process FOAP changes to ensure payroll costs are charged to the appropriate accounts and cost centres.
  • Ensure payroll reporting meets internal, financial, statutory, and audit requirements.
  • Maintain and reconcile payroll clearing accounts to ensure all transactions are accurately recorded.
  • Upload EFT files to BMO, download confirmations, and maintain supporting documentation.
  • Monitor and resolve bank rejections, coordinate with employees, and process redeposits as required.
  • Process Personnel Action Forms (PAFs) for one-time payments and reconcile payroll reports.
  • Manage overpayment and payroll advance recovery processes.

Payroll Balancing

  • Prepare payroll balancing totals for each payroll cycle.
  • Ensure appropriate audit trails and documentation are maintained prior to payroll finalization.
  • Run and analyze payroll reports, including Gross-to-Net and exception reports, and compare against previous payroll periods.

Payroll Verification

  • Run payroll validation calculations prior to final payroll execution.
  • Review payroll data and reports to identify discrepancies, variances, and anomalies.
  • Investigate payment exceptions and ensure compliance with College policies and government regulations.
  • Perform data verification procedures to maintain data integrity within the payroll system.

Deductions Reconciliation

  • Assist with the administration and reconciliation of:
    • Union dues
    • RRSP contributions
    • Parking deductions
    • Charitable donations and United Way contributions
  • Process EFT transactions, resolve related issues, and maintain supporting documentation.
  • Reconcile government reports and requests, including garnishments and related remittances.

General Confidential Office Functions

  • Assist in maintaining and updating payroll office procedures manuals.
  • Maintain payroll and leave files to support accurate year-end reporting.
  • Assist in the preparation of internal audit reports and oversee payroll-related audit requests.
  • Support year-end payroll data preparation and reporting requirements.
  • Respond to payroll inquiries in a professional, empathetic, and timely manner.
  • Ensure payroll documentation is properly filed and prepared for scanning and record retention.
  • Review and respond to payroll inquiries received through the Remedy System, shared payroll mailbox, telephone, and other communication channels.
  • Generate payroll and operational reports for internal stakeholders and business units.
  • Serve as a subject matter expert in North American payroll processing and payroll legislation.
  • Collaborate with Human Resources in processing:
    • New hires
    • Rehires
    • Transfers
    • Terminations
    • Employee benefits changes
  • Ensure compliance with internal controls, financial controls, system standards, policies, and audit requirements.
  • Participate in projects and perform other related duties as assigned.

Education:

The successful candidate will possess a diploma or degree in General Business, Office Administration, Human Resources, or a related field. In addition, the successful candidate will have:

  • Additional training or coursework in payroll and computer applications
  • PCP designation, or an equivalent combination of education and experience
  • Oracle HCM Cloud Certification in the Canada Payroll Module

Experience/Skills:

The successful candidate will demonstrate:

  • Experience with in-house automated payroll systems

  • Strong understanding of government payroll regulations, collective agreements, and employee benefit plans

  • Knowledge of accounting principles, practices, and general ledger processes

  • Experience maintaining current knowledge of tax legislation and other regulatory changes impacting payroll administration

  • Exceptional attention to detail and accuracy in data processing

  • Strong analytical, organizational, and problem-solving skills

  • Ability to adapt to changing priorities, deadlines, and work demands

  • Ability to handle confidential and sensitive information with professionalism and discretion

  • Excellent customer service and interpersonal skills with a collaborative, team-oriented approach

  • Knowledge of basic accounting principles and strong mathematical aptitude

  • Strong written and verbal communication skills, including proficiency in English grammar and spelling

  • Advanced computer and keyboarding skills, including proficiency in Microsoft Word and Excel
